Pierre Bourque

In July 2006 Pierre Bourque embarked on his third career as President and Director General of Constellation Monde, the company that
he created with his friend Wen Qi.
As Mayor of Montreal from 1994 to 2001 Pierre Bourque initiated numerous reforms which transformed the face of the City
and placed it firmly amongst the ranks of the great international metropolises. His concrete actions on; urban planning, the beautification
and revitalization of the city, (particular the underprivileged neighborhoods), his sensitivity to youth and to the cultural communities
and his openness to the world at large earned him the popular title, 'the People's Mayor'.
Pierre Bourque represented Montréal and Canada abroad as executive vice-president of Metropolis, the international organization
representing the world's largest cities that works in coordination with the World Bank and the United Nations. He was the founding president
of the International institute for the Management of Major Metropolises created in Tokyo in 1999, and was the spokesperson for the world's
Mayors at the United Nations Summit on Habitation in Istanbul in 1996.
Before this Pierre Bourque was a top level civil servant with the City of Montreal for 30 years where his accomplishments,
his administration skills and his business acumen were internationally renowned.
After studying in Belgium for his engineering degree in horticulture, he joined Montreal's civil service in 1965 as coordinator
of parks, gardens, landscaping and maintenance for Expo' 67. After Expo Pierre Bourque continued to be an administrator with the
City of Montreal which led directly to the post of Director of Montreal's Botanical Gardens. Pierre Bourque proved himself to be a world
class manager and entrepreneur. It was thanks to him that Montreal developed international projects like the Biodome and the Floralies
International de Montreal.
The qualities of this man of action have been recognized on numerous occasions. He was named an officer of the order of
Canada and a knight of the order of Quebec. He has received several honorary degrees and awards from several countries, notably China,
Japan, the U.S.A. and France.
Wen Qi
Executive Vice-President
After studying journalism at university in his home town of Beijing, Wen Qi began his professional career in 1981 with
the China News Agency as a journalist covering international news. In 1985 after winning a nationwide competition in China he was
awarded a Merit Fellowship for Foreign Graduates from the Government of Quebec and arrived in Montréal to complete a Masters degree in
Communications and a Doctorate in Political Science.
In 1991 he entered Montreal's civil service and became the first administrator of the Chinese garden of Montreal,
the largest Chinese garden outside of China.
That same year he co-founded, (with Pierre Bourque, future Mayor of Montreal), la Société du Jardin de Chine de
Montréal, to promote numerous exchanges with the Chinese authorities.
In 1994 he was named Special Advisor to the Mayor of Montreal, responsible for intercultural and international
dossiers in the Mayor's office. For the next seven years Wen Qi worked closely with the Mayor of Montreal in the administration
and development of Quebec's largest City.
Wen Qi defines himself both as a strategist and a man of action. Passionate about the development of his adopted
City and convinced of the mutual advantages of exchanges between Canada and China, Wen Qi worked on the realization of numerous
international projects including the construction of the Garden of Canada in Kunming for EXPO '99 and the Montreal Pavilion in Shanghai.
To recognize these efforts the City of Shanghai honored him in 2001 with the 'White Magnolia Award' the
greatest honor reserved for those who have contributed to the development of China's major Metropolis. In 2004, he was named Vice-president
of the World Federation of Overseas Chinese Associations (WFOCA), a federation of over 30,000 Chinese organizations around the
world. In the same year Wen Qi was named one of the '100 personalities of the year' by the Chinese continental media.
In 2006 the City of Beijing named him advisor to the Capital Committee at the Chinese People's Consultative Conference on Politics. (Senate)
